MINNEAPOLIS, Minn. — Minnesota police are investigating the death of a 5-year-old boy shot while playing on his front porch.

The incident is reported in Minneapolis and involved a “minor,” according to police.

Family members told the Star Tribune that the shooter was a 14-year-old girl. But there were reports he may have been a 15-year-old boy.

The Star Tribune reports that witnesses described the shooter as being high on marijuana.

No one else was hurt, and police are working to determine a motive and find out what the girl was doing in her family’s home at the time of the shooting.

“I have had officers, in line of duty, with their knees in the dirt struggling to take a 5-year-old to the hospital because we just couldn’t keep him alive,” Minneapolis Police Chief Medaria Arradondo said.

Meanwhile, on the video clip of the shooting that was posted to Instagram, a woman can be heard saying, “I got a little person shot, boy.” A few seconds later, the girl who appears to be 15 or 16 can be heard laughing and saying, “Shoot me.”

The girl has not been publicly identified by authorities, but CNN affiliate KMSP reported the girl is 15 or 16 years old and is being detained by police.

A lot of questions remain surrounding the shooting, including why a video camera was pointed at the shooting and who owns it.

“This poor little boy was shot to death with a 4-inch-long (gun), and that’s why I’m so angry,” Minneapolis Mayor Jacob Frey said at a news conference Wednesday. “We can’t tolerate it. We have to create some policy changes.”
